Head Chef Neavan is a named, Tier 4 Purge Cook NPC of the Exiles Faction.

Head Chef Neavan can be found at the following locations:

All Tier 4 Purge Cooks, including Head Chef Neavan, are particularly useful for crafting Bone Broth and Egg Surprise at any stove.
All Tier 4 Purge Cooks, including Head Chef Neavan, are particularly useful for crafting Bitter Tea, Frenzywine, Honey Whisky, Pirate Rotgut and Stygian Liquor at the Fermentation Barrel.

Bonus Recipes contains all T1 through T4 (Purge) recipes at the individual stations.
