The process of making Argossean Dream Dust is a secret kept by the Black Hand that they do not share willingly. Not that many would be interested in it anyway, given the side-effects. One cannot deny it's usefulness though.

Argossean Dream Dust is known to drop from Black Hands or in loot chests, mostly from Animal Tamers near Buccaneer Bay.
